| Form / Shape | 巻子装 石田三成は佐和山城主であった時、その領内の治め方を示したのがこの掟であって、領内の各村々に渡したものである。それに13ヶ条のものと９ヶ条のものとある。
１３ヶ条のものは光成の蔵入地、即ち年貢が直接光成の蔵入となった直轄領の村々に与えたものであり、９ヶ条の方は光成の家臣の知行地、即ち給人領に出したものである内容は大体同様であるが、夫役の賦課方法が１３ヶ条は碻割であるのに対し、９ヶ条は戸教割であることが大きな差である。とにかく領内の事情をよく熟知した上での綿密な農民支配の規定であって領主としての三成のすぐれた手腕がうかがえる。伊吹村は三成の直轄領であったから掟書は１３ヶ条である。 |
